<br />-2- <br />The applicant has not provided a plan for stream channel <br />reconstruction at the minesite in accordance with Rule 4.05.4. <br />To complete the application, a plan for stream channel <br />reconstruction in accordance with Rule 4.05.3 (Ephemeral <br />drainages less than on square mile), or Rule 4.05.4 (all other <br />drainages) whichever is approptlate. The plan should identify <br />the flow regieme and area of each stream to be reconstructed, <br />show the location of the reconstructed channel on a map, <br />identify whether natural channel dimensions or a design event <br />would be used to size the channel, and identify if structural <br />controls would be used to prevent erosion. In accordance with <br />Rule 2.05.3(4)(a)(i)(E), the applicant may submit a general <br />plan with the permit application and provide the detailed <br />design plan at a later time. <br />Rule 2.05.6(3) Protection of the Hvdrolocic Balance <br />The applicant has not provided a discussion of probable <br />hydrologic consequences for the haul road corridor. <br />The applicant should provide a brief paragraph discussing the <br />hydrologic effects of the activities in the haul road corridor. <br />Rule 2.06.8 Alluvial Vallev Floors <br />The alluvial valley floor information provided by the applicant <br />was limited to adjacent areas of Hubberaon Gulch and Dry <br />Creek. Adjacent areas of Sage Creek and areas in or adjacent <br />to the haul toad corridor were not included. <br />The applicant should provide a reconnaissance level alluvial <br />valley floor investigation for Sage Creek and fox areas in or <br />adjacent to the haul road corridor. <br />During the course of my completeness review, I have noted a few <br />items that may have to be addressed during adequacy.The <br />applicants discussion of probable hydrologic consequences <br />should include additional quantitative analysis to support its <br />conclusions. Additional effects, such as effects on springs, <br />should be included in the assessment. Additional information <br />may be necessary to make the required alluvial valley floor <br />findings. <br />A complete list of my additional concerns must wait until an <br />adequacy review can be performed. The preliminary adequacy <br />review for this operation will take a minimum time of two <br />weeks.
