<br />• An old waste pile within the refuse pile area is currently burning, <br />see drawing D-3-5. The fire will be extinguished in the following <br />plan approved by the Mine Health and Safety Administration. <br />Initially, a pad of non-combustible soil will be placed and compacted <br />at the toe of the slope below the old waste dump area. All com- <br />bustible materials and vegetation will be removed from the area <br />surrounding the pad. The cleared area and soil pad combined will, at <br />a minimum, measure 300' x 100'. A cable gantry type crane equipped <br />with an 80' boom will be positioned near the pad. Beginning at the <br />head of the waste pile, a drag-line will be used to pull material down <br />on the pad. Water supplied by a 6,500 gallon water truck equipped <br />with a high pressure pump and fire hose, will be used to extinguish <br />any burning material brought down onto the pad. Burning material will <br />be sprayed with water, then spread out on the pad with a D-8 cater- <br />pillar bulldozer, then sprayed again. This process will be repeated <br />• as necessary to ensure that all fire has been extinguished. <br />The material will then be removed from the pad and stockpiled to cool <br />and to allow for observation. When it has been determined that all <br />fire has been extinguished, the material will be transported to the <br />currently active refuse disposal area and disposed of in accordance <br />with the approved refuse disposal plan. <br />During the removal operation, only workers directly involved in remov- <br />al, extinguishing, or transporting of the waste will be allowed to be <br />in the vicinity of the waste pile. Several authorized safety obser- <br />vers will also be present during the operation. One individual will <br />act as the operation coordinator and will remain in constaht visual <br />and radio contact with the crane, bulldozer, and water truck opera- <br />tors. The crane will not be positioned directly at the toe of the <br />waste area slope at any time. The crane will be positioned on either <br />side of the waste area slope or back from the toe of the slope far <br />• enough to remain clear of any Bluffing material. Removal of the <br />burning refuse according to this plan began in October of 1982. <br />4-24 <br />
