t j,
•
•
Impact of the Project On Eligible Sites
r
According to the mine plan submitted by Powderhorn Coal Company, there
will be no direct surface disturbance within the lease areas. All
proposed activity will 6e in the form of underground coal mining opera-
tions. Therefore, there will be no direct adverse impacts on any eligible
sites within the lease areas.
There is a potential for some indirect impact to occur to eligible sites
from subsidence in areas where underground mining will take place.
Because it is not possible to determine with any certainty the exact
extent, or location where, subsidence may occur, the following requirements
will be stipulated as a part of the BLM's mine plan review in order to
insure protection for all eligible sites within the lease areas:
1. Where underground mining is to take place, monitoring by a qualified
archaeologist for degree of subsidence will be done every 6 months.
Special attention will be given to areas where known cultural
resources are present. If subsidence is determined to be affecting
cultural resources, the BLM Area Manager will be notified and appro-
priate measures will be taken in consultation with the State Historic
Preservation Officer to mitigate its effect.
2. If subsidence is found to be occurring in areas which have not been
inventoried for cultural resources, the BLM in consultation with the
State Historic Preservation Officer and the Office of Surface Mining
may require further inventory to be conducted in the areas pursuant
to 36 CFR 800.4(a).
3. All previously undiscovered cultural resources shall be brought to
the attention of the responsible agency.
-8-
