Mr. Steve Self -2- March 8, 1984
7. A copy of .the BLM spring and seep survey and a map delineating all
springs and seeps within one mile of the permit area must be provided. A
year's basellne collection is required on the flows and water quality of
springs within the permit and adjacent areas to establish seasonal
fluctuations.
8. The location of the terraces Irrigated with water from Grass Valley
Reservoir/Harvey Gap Drainage and the Farmer's Irrigation Company Ditch must
be depicted.
9. Rule 2.04.9(1)(b) requires soils analysts of each soil horizon for each
soil type to be affected. At a minimum, Eastside should obtain samples by
horizon from at least one soli pit in each area to be disturbed (1.e.: refuse
area and facilities area). For previously disturbed areas where surface soils
have been altered, Information should be collected by 6" increments to bedrock
or a total depth of 60". Analyses should include texture, EC, SAR, pH, and
O.M.
10. The application must include a soils map at a scale of at least 1:6000
which depicts sample location and stripping depths, as required by Rule
2.04.9(1)(c).
11. The areas to be disturbed at Eastside have been previously disturbed by
pre-Taw mining, and as such, the revegetation success criteria of Rule 4.15.10
apply. Rule 4.15.10 requires that ground cover be not less than the cover
that existed before redlsturbance, not be less than can be supported by soli
material in the reaffected area, and be adequate to control erosion.
The applicant's basellne vegetation inventory, which will be used to develop
the revegetation success standard is deficient in the following regards:
a. No data or description regarding existing vegetation cover is
provided for the proposed waste pile area or the proposed facilities
area near the function of the county road and the existing Eastside
access road. Information 1s provided for a "Proposed mine west of
Harvey Gap", but that proposed mine is not dtscussed 1n other portions
of the application.
b. Only 1 cover transect per vegetation type was taken in undisturbed
areas. As a result, no statistical confidence can be associated with
the estimates.
In order to complete the vegetation portion of the application, the following
information will need to be submitted.
a. A narrative description and ocular estimation of vegetation cover in
areas to be affected by the proposed waste pile and the proposed
facilities area.
b. A plan for collecting statistically adequate vegetation cover data
for use in revegetation success comparisons.
