Box 161 <br />Silt, Colorado 81652 <br />Re: Eastside Coal Company's Permit Application - F11e No. C-84-063 <br />Dear Mr. Self: <br />The Division has determined the Eastside Mtne permit application to be <br />incomplete for the reasons specified belov. <br />' J J .- <br />1. The proposed newspaper publication does not contain a description of the <br />exact boundaries of the proposed permit area as required by Rule <br />2.07.3(2)(b)(11) and does not identify the owner of the land to be affected by <br />the proposed operation as required by Rule 2.07.3(2). <br />2. The application does not contain a detailed geologic map and cross <br />sections of the permit and adjacent area as required by Rule 2.04.6(2)(a)(i) <br />and (it). Rule 2.10 requires that permit area maps be at a scale of 1:6000. <br />The alluvium of Harvey Gap Drainage must be mapped, and the depth, width, and <br />occurrence of ground water in the alluvium must be described. <br />3. The application does not contain chemical and physical analyses of <br />strata immediately above and below the coal seam to be mined, or other stratum <br />which would be affected. Given the mining plan at Eastside, analyses of shale <br />splits and rib material which would be disposed of on the surface must be <br />provided. <br />4. The application does not contain the results of a geotechntcal <br />investigation of the proposed waste disposal site as required by Rule <br />2.05.3(9) and Rules 2.05.3(6)(b) and (c}. This information must be submitted. <br />5. Limited site specific ground water information is provided 1n the <br />application Information from at least one bore hole must be provided to <br />document the presence or absence of ground water in the sandstone strata <br />overlying and underlying the coal seam to be mined. One year of ground water <br />level and ground water quality baseline data is requtre:to characterize season. <br />fluctuations. <br />6. Before the application can be deemed complete, a full year's data an <br />water quality and flows to Harvey Gap Drainage must be collected and included <br />in the application.
