Topsoil (2.04.9. 2.05.3(5). 2.05.6(2)(d). <br />4.06) <br />There are several inconaiatencies with the topsoil plan as <br />presented in the Foidel Creek Mine Pecmit Revision Application <br />and the plans in permit No. 79-177 and the response to <br />stipulation 13. <br />1. On page 4.06-1 CYCC states that topsoil and subsoil in <br />the area designated for surface facilities of the underground <br />mine have previously been saved and stockpiled. However, there <br />is a new 61,400 yd3 stockpile on Map No. 3 south of the <br />proposed facilities area. This stockpile does not appear on <br />Map No. 41 of 79-177. Is the 6,400 yd3 topsoil stockpile an <br />existing stockpile or is it pcoposed? <br />2. Map No. 41 in 79-177, also shows 4 topsoil stockpiles <br />within and nocth of the proposed facilities area which are not <br />shown on Map No. 3 of Foidel Creek permit revision. Ace these <br />stockpiles still in existence or have they been redistributed <br />on reclaimed areas? <br />3. The topsoil [ediatribution plan in the Foidel Creek <br />Permit Revision references the response to stipulation 13 which <br />states that the soil material to be used is situated in an <br />existing stockpile directly upslope from the portal area as <br />shown on the Map No. 6. The location of the stockpile on Map <br />No. 6 of stipulation 13 is not in the same location as the <br />61.400 yd3 stockpile on Map No. 3 of the pcoposed permit <br />revision application and is not shown at all on Map 41 of <br />Permit No. 79-177. Additionally, the topsoil redistribution <br />plan in the response to stipulation 13 only addressee the <br />portal area and does not include the surface facilities or the <br />open pit extension west of the portal area. A comprehensive <br />topsoil redistribution plan for the proposed surface facilities <br />is necessary. <br />In essence it appears that the previous topsoil maps and plans <br />in 79-177 and the response to stipulation 13 ate outdated and <br />do not correspond together or with the plan and map in the <br />proposed permit revision application. Please provide an <br />updated topsoil stockpile map and/or na[cative designating <br />existing and proposed stockpiles, the volumes of the <br />stockpiles, proposed topsoil removal areas, and where the <br />topsoil from each stockpile will be redistributed. <br />
