The conclusion is that no advecae impacts of <br />subsidence upon the hydrologic balance of water rights ate <br />anticipated from the planned underground mining activities. <br />The applicant will have to fucther justify the assumptions <br />concerning extent of caving, fcactucinq and hydrologic impact. <br />In addition, the applicant should develop a means of vecifyinq <br />pcojected affects upon the hydrologic balance. In specific, <br />potential hydrologic effects upon the "overburden aquifer" and <br />the Twentymile Sandstone aquifer will have to be monitored. <br />VIII. Alluvial Vallev Flooca (2.06.8. 4.241 <br />The Division has reviewed the alluvial valley floor sections of <br />the Foidel Creek underground mine permit application, and the <br />Eckman Park permit application. The information provided is <br />sufficient to complete the required alluvial valley floor <br />determinations for portions of Fish Creek and Foidel Creek. <br />Preliminary AVF.detecminations have been made. These <br />preliminary determinations will be expanded and formalized at a <br />later time. If the applicant chooses to provide additional <br />information, addressing those areas covered by the assumptions, <br />the alluvial valley floor determination could be refined. <br />Map 9 of the Foidel Cceek Mine permit application and Map 6 of <br />the Eckman Park Mine permit application identify unconsolidated <br />streamlaid deposits in and adjacent to the proposed permit <br />area. Areas shown on Map 6 that lie along Middle Creek or on <br />Foidel Cceek upstream of the proposed mining operation would <br />not be affected and need not be considered further. Areas of <br />unconsolidated streamlaid deposits along Foidel Creek and Fieh <br />Creek that ace located adjacent to the proposed mining <br />operation and downstream from the mining operation could <br />potentially be affected by the mining operation. Alluvial <br />valley floor determinations and the appropriate findings will <br />be made for these ateae.~ <br />Fish Creek <br />Map 6 of the Eckman Park pecmiC application shows <br />unconsolidated streamlaid deposits located along Fiah Creek <br />beginning several miles upstream of the proposed mining <br />operation down to the confluence with Trout Cceek. The permit <br />application concedes that Fish Creek has been determined to be <br />an alluvial valley floor based upon the capability for <br />aubirrigated agricultural activities. The applicant has not <br />identified any historic or existing flood irrigated areas along <br />Fish Creek. However, records of the State Engineer's Office <br />show several existing stream diversions located on Fish Creek <br />
