.- <br />-s- <br />The significance of the impact depends on the baseline condition of the <br />receiving stream(s) as described in 2.04.7(2). If the streams are normally <br />clear (loco suspended solids count) the impact may be significant. If the <br />stream is usuallu muddy during flows (high suspended solids) the impact may <br />not be significant. To minimize the impact the operation may construct <br />sediment control measures for the mine or siltation structures for roads. The <br />discussion should mention that this impact has a "life-of-mine" duration which <br />decreases as reclamation is completed. <br />Other impacts which should be considered are as follows: <br />a. Impacts to Ioca1 or regional ayuife_rs contaminated, dewatered or <br />recharged by the mine (an impact. may be beneficial). <br />b. Short-term or Tony-term impacts to recharge rates (by increasing or <br />decreasing recharge area or permeability). <br />c. Effects on surface water from leachate of refuse piles. <br />d. Increases in sediment and/or salt load from roads, diversions, or <br />mine water pumped to streams. <br />e. Effects on springs or seeps that may be subject to increases or decreases <br />in quality or quantity. This might affect the receiving stream quality or <br />quantity below the spring or seers. <br />f. Impacts to surface water from gravity discharges from portals not <br />sealed at the conclusion of mining. <br />y. Effects cn surface runoff and streams due to subsidence features at <br />the mine. <br />h. Changes in the ion balance of surface water due to exposure of water to <br />bedrocY., refuse, or ground water. <br />2. The application also needs designs and locations of each water diversion, <br />collecting, conveyance, treatment, storage, and discharge facility to be used <br />within the permit area (2.05.6(3)(b)(iv). T1re preparation plant crash down <br />system designs need to be included in tiro application. <br />3. Rule 2.05.6(3)(b)(iii) also requires a plan to collect, record and report <br />surface ar,d ground water monitoring data for water quality and quantity. This <br />monitoring plan should be designed to augment existing water characteristics <br />data and verify the statement of probable hydrologic consequences. The plan <br />should be developed in consultation with the Division. <br />X. Climatological Information and Air Resources - Rules 2.04.8, 2.05.4(2)( <br />Deficiencies: <br />1. Where was the data collected (location, elevation)? <br />4. P7hat was the a•/eraGe wind velocity during the- course of the year, and :,~hich <br />month was the windiest? <br />5. What climatological. differences (if any) are expected between the recording <br />station and the mine site? Why? (2.04.8, all of the ahove) <br />
