This narrative must also include a discussion of any <br />drainages which will be undermined during the life-of-the-mine. Sufficient <br />materials must be provided to determine whether any of these drainages can be <br />considered alluvial valley floor within a three mile radius of the area affected <br />by the mine workings. <br />VIII. f9ater Rights and Replacement - Rules 2.04.7(3), 2.05.6(3)(a <br />2.07.6(2)(c) and 4.05.15 <br />Deficiencies: <br />1. The applicant must identify all user rights to sources of ground ~:~ater and <br />surface water which have been adjudicated within the area hydrologically adjacent <br />to the permit area. <br />2. The applicant needs to supply alternative water supply information in <br />accordance with Rv1e 2.04.7(3). The applicant should identify the extent to <br />which operations may proximately result in contamination, diminution or interrup- <br />tion of a source of water for domestic, agricultural, industrial, fish and wild- <br />life, or other legitimate use. The applicant shall identify alternative sources <br />of water supply or augmentation water that could be used to replace existing <br />sources. <br />3. 'lhe applicant should identify the amount of water proposed to be consumed by <br />the operation for drinking, sanitary, dust suppression, or process water. The <br />source of the water also needs to be indicated. An es ti. mate should be made of <br />the amount of makeup water that will be needed for the preparation plant. <br />4. A brief water balance discussion should be included which chaz'acterizes the <br />rainfall, runoff, E.T., and recharge relationships (water involved in infiltra- <br />tion, percolation, aquifer recharge, or interflow). <br />5. The operator should apply for and submit to the Division the NPDES Permit <br />and Application obtained from the Colorado I~Jater 2uality Control Division. <br />IX. lydrologic Balance: Cumulative Impacts - Rules 2.05.6(3) and 2.07.6(2)(c) <br />Deli ci encies <br />Z. The applicant should include a statement of the probable hydrologic consequences <br />of rn.ining. The statement should dr_sc.ribe o11 an ticipatcd potential impacts resu].t- <br />:irg from mining with reyard to surface and ground wate'z quality and quantity. <br />For all probable impacts identified their significance to the local or regional <br />hydrology should be indicated. She statement should include a discussion of the <br />measures that will be ta};en to minimize these impacts. The statement should <br />identify the duration of the probable impacts. <br />An exarnple of a mine impact ~~ihich could be considered, is increased sediment <br />yields from disturbed areas. The probability of the impact depends on the <br />hydrologic and geologic conditions as well as the water balance at the mine. <br />
