<br />Bonding <br />The Colorado Mined Land Reclamation Division (CMLkD) and Sunflower Energy <br />Corporation have estimated a bond of 535,757.50 for grading, and earthwork on <br />the bench, access road, and [he reservoir, for purchase of topsoil, for <br />6ui ldi ng removal (see Attachment I of TA ). This bond wi 11 be submitted by <br />Sunflower Energy Corporation to the Colorado Alined Land Reclamation Board in <br />late January, 19A1 for approval. The bond has been made payable to both the <br />State of Colorado and the United Stales Government. <br />OSM staff have reviewed the hood estimate and have found it to he inadequate [o <br />cover reclamation of ~iis[urhed areas at the Rfue Ribbon Mine. The following <br />ma jnr shortcominy,s were identified in [he nrese nt es Cima[e: <br />1. Purchase and importation of topsoil was underestimated; <br />2. Revegetation will cost closer to S2200/acre (vs. $155/acre); <br />3. No estimate was included for sealing ~f. portals; and <br />4. No contingency was included. <br />The revised bonding estimate as calculated by GSM amounts to 510.3,209 (see <br />Attachment of TA). 'Chis figure has not been discussed i.n detail with f.MLRD. <br />Since Sunflower has already obtained a bond based on [he lower es[i.ma[e, it is <br />considered appropriate to indicate to Sunflower Energy at this time that a much <br />higher reclamation bond has been estimated for the Rlue Ribbon Mine and that <br />the bond will likely have [o be raised in [he context of the Permanent Program <br />plan review in the spring of 1941. Sunflower Enemy Corporation is being <br />informed of. this si.tuati.on in OSM's approval letter on this action. <br />
