Section 522 of SMCRA authorizes the . <br />Secretary of the Interior to conduct a Federal land review in order to <br />determine those lands unsuitable for surface coal mining. Federal lands <br />also include private surface underlain by Federal coal. <br />The Department of the Interior has developed 20 unsuitability criteria in <br />accordance with SI+~CRA (43 CFR 3461). These criteria will be applied to <br />all new Federal coal leases prior to the lease sale and to all existing <br />inactive Federal coal leases prior to approval of a mining and recla- <br />mation plan for development of the lease. <br />METHODOLOGY <br />In compiling this report, all of the unsuitability criteria were applied <br />to the Federal lands. If a criterion was found to be applicable, maps <br />were developed to show the area involved. The mining plan was examined <br />to see if there would be surface effects from this operation to the area <br />found to be unsuitable. 1f there were no surface effects for that area, <br />the area was considered suitable. Finally, after all the criteria were <br />examined, exceptions to the criteria were applied. <br />In this report, each criterion was grouped with the analysis of its <br />applicability, any maps developed and any applicable exceptions. Final- <br />ly, a brief summary of the results of the analysis is presented. <br />DESCRIPTION OF THE FEDERAL LANDS INVOLVED <br />This unsuitability analysis and report is required as a part of the <br />process of review and approval of the Mt. Gunnison No. 1 mining and <br />reclamation plan. That plan was submitted in November 1979 to the Office <br />of Surface Mining (OSM) by ARCO Coal Company. It describes a proposed <br />underground mining operation on Federal coal leases C-1362, C-117192 and <br />D-044569 and adjacent private lands. <br /> <br />
