~ ~
The/applicant should provide substantiation for I /
ttye assumptions of the transmissivity for the
, aturated thickness of alluvium and of the average
V aquifer width ;which were used in calculating the--J
40 gpm groundwater flow on 'page 4-12.
On page 4-12, the applicant concluded Chat "within
the esaverde Formation as exposed in the study
a a there are no known major aquifers with substan-
\( ial yields of groundwater," However, this conclu-
sion is based on only five drill hole samples in
one specific location of the permit area. The ap-
plicant should provide additional data for the
' eastern and northern portions of the perma
where coal mining will occur.
-~tre~icant should more clearly discuss hoea
mi 'ng activities will impact aquifers in fault!
d fracture areas with respect to water quality,
O quantity, and rech_ arge capacity in the permit and
adjacent areas.( The app icant s~also specif
whic exp oratiai~boreholes "confirmed" these
conditions as is referenced on page 4-13.
According to 783.14, the geology description shall
include the first aquifer below the lowest coal
seam to be mined (i. e., the Cameo Coal seam).
apparently, only one hole has been documented (7-
21-1, in Figure 2.5-2) as being drilled in the
permit area down to include this underlying aquifer
O, The applicant should submit ra frnm any~Qthpr_
drill hole sites in the e yea--wkzi~h inr1, de
de own Co or below t e aquifer bQneattLthe
Cameo coal seam. If no other data is available
2 presently, the applicant will need to submit with
th t ermit applica core sample data from
~ more drill ho e sites in the proposed area of
mining.
~2
/~`

,, a~
The a pliGanC sh uld ~u e dis ~retion`not Ito ov'errstate
act a c6n~lition such s % n page 4-~14 in the 1 % ~C
st to exit ' holes red' fr quently ,dry.ti Act~ially,
o y tTiree of~the 2x g oundwa~,~ter mohvEoring v
s ations ha~e been frequently dry.
On page 4-14 and 4-15, the applicant should specify
w~ich basic parameters will be analyzed (for both
the groundwater and surface water sampling) on a
quarterly basis and what will be included in the
~- an, nual detailed analysis. The applicant also,
stated on page 4-15 that "should significant ground-
water be encountered...a monitoring program will
be established immediately." The applicant should
specify the monitoring frequency and parameters
for this program.
l,~Q~
