In fact, the Division did not agree with that finding and <br />requested that monitoring be performed in a well in Section 16. <br />As indicated in the meeting with Greg Lewicki on October 20, 1992, the <br />Division would be remiss in their statutory obligations to find a <br />permit application complete without adequate baseline data. This site <br />historically has had acid mine drainage problems associated with the <br />Victory 3 Mine. The proposed mine plan calls for a gravity-fed mine in <br />an area known to have pockets of acid-forming rock. In requiring <br />thorough baseline information, the Division is asking for information <br />which will help Pennsylvania West better understand the inherent <br />assets and liabilities at the site, as well as enable the Division to <br />feel confident that reclamation will be feasible and that there will <br />be no off-site damage from mining.
