As you requested, we have compiled the information which <br />we have previously identified as being deficient. This compilation is <br />outlined below. Unless cores can be acquired from existing holes, you <br />will need to drill two holes, as per our October 20, 1992 letter. The <br />following information is derived from the correspondence the Division <br />wrote to Pennsylvania West on August 3, 1992, September 21, 1992, and <br />October 20, 1992. Please collaborate with the Division in advance of <br />collecting this information, to ensure that Pennsylvania West is doing <br />the correct testing. <br />1. Please submit a monitoring well location map to the Division <br />which shows the proposed drilling locations noted above and a <br />generic completion diagram, as well as the currently proposed <br />monitoring wells. Consider year-round accessibility as well as <br />placement at points around the mine to maximize the information <br />which can be acquired. A written monitoring plan that describes <br />the frequency of sampling to collect baseline information, as <br />well as the long-term operational plan, and a list of parameters <br />to be sampled would complete the picture. <br />2. Per Rules 2.04.6(3)(a)(i) and (iii)(C), please provide a chemical <br />analysis of the coal seam to be mined identifying the presence of <br />any acid-forming or toxic-forming materials. <br />An analysis of the pyrite, marcasite, and sulphur content of the <br />coal is required statutorily, and we recommend that an additional <br />analysis of the following parameters be included due to the <br />presence of acid mine drainage that may mobilize these elements: <br />Arsenic Manganese <br />Horon Mercury <br />Cadmium Molybdenum <br />Copper Selenium <br />Iron Zinc <br />Lead <br />
