Dan Mathews -2- December 29, 2981 <br />relies upon the assumption of a value of the internal angle of friction of <br />the highwaZl materials which exceeds the tested laboratory values presented <br />within the report. rn order to assure stability of the final reclaimed config- <br />uration, approval of this proposal should be conditioned upon the installation <br />and monitoring of an appropriate surface survey monitoring system for a <br />minimum period of two years following completion of backfilling and grading <br />of the portal area. <br />The amended application refers to Volume 2, but does not specify conformance <br />with that report's recommendations, nor does it specify which alternative back- <br />fiIl and grading plan will be followed by the applicant. The application should <br />be amended to specify which configuration will be accomplished. <br />Amended page 70a of the amended application states; "Tire final contour map, <br />2.05,4(2)(c)-1 shows the approximate final contours." Map 2.05.4(2)(c)-1 is <br />merely a copy of the pre-mining topographic contours. An appropriate map which <br />actually depicts the proposed reclaimed contours should be supplied by the <br />applicant within the amended application. <br />Subsidence (2.05.6(6)) <br />The Preliminary Adequacy Letter requested the submission of the semi-annual <br />subsidence survey monitoring results, which the original application stated were <br />collected for 1979 and 1980. The purpose of this request is to verify the <br />applicant's statement within the original application that no significant <br />subsidence has occurred on the site. The amended application contains Drawing <br />2.OS.o(6)(c)(ii)-1. This drawing indicates the location of several dozen control <br />points and subsidence monuments within the Bear mine permit area. However, no <br />survey data collected from these monument locations is presented in the amended <br />application to verify the applicant's original statement.
