The location of these holes are as laid-out by Greg Lewicke.
All Geochemistry and analysis of the roof and floor materials will be in accordance with the
parameters listed in your letter of November 18, 1992. Additionally, neutralization capacity
and percentage acidity will be recorded. The coal analysis will include the content of pyrite,
marcasite and sulphur, in addition to the following elements: Arsenic, boron, cadmium,
copper, iron, lead, manganese, mercury, molybdenum, selenium, and zinc.
The pump tests, logs, etc. will be used to establish transmissivity, storativity, porosity and
horizontal and vertical permeability for each formation. From discussions with our Drilling
Contractor, Leo Beeman, it is proposed that all drilling be completed by February 20, 1993.
Proposed completion diagrams for all three wells are enclosed.
Ground Water Monitoring Plan
The long term ground water monitoring plan proposed below (as per Lewicke's letter) will be
incorporated into the permit application.
A. Monthly Test of Field Parameters
Holes #92-1A, 92-16 and 92-2 Mangrum Well Coal Gulch Mine Well.
B. Quarterly Ground Water Analysis
Holes #92-1A, 92-1B and 92-2 Mangrum Well and Messier Well.
C. Other Tests
Estimate of pump rates of Messier Well.
An Annual Report will be provided to the Division which will include all analysis, tests, and
discussion of any changes or problems that develop in the ground water regime.
We believe that this letter commits to and answers all of the requirements of your November
18, 1992 letter. We trust that these commitments satisfy your department as to the
Completeness of our Formal Application, and that the Adequacy Review Process can now
commence. Would you be kind enough to confirm in writing that our understandings are
correct. ;
Yours truly,
Paul Baker
PENNSYLV,
WEST COAL COMPANY
Enclosures
