Mr. Joe Carpio - 8 - May 11, 1987 <br />Task No. 12 - Structural demolition work. The coal bin storage <br />structures and scale were deleted from the estimate <br />as these will be left on-site as part of the proposed <br />post-mining land use (hay storage). The proposed <br />conveyor system and coal bin superstructure <br />(sorter/crusher) were added to the estimate. The net <br />effect of these changes on the structural demolition <br />estimate was a reduction in cost from $5,599.54 to <br />$4,569.88. <br />Task No. 14 - Mobilization/Demobilization. The estimate cost for <br />transporting the water truck to and from the job site <br />was reduced from $299.91 to $152.10, resulting in a <br />net task cost reduction from $2,499.4$ to $2,351.61. <br />As can be seen from the attached revised reclamation cost summary <br />worksheet, the net effect of these changes is to reduce total estimate <br />reclamation costs from $68,300.00 to $58,200.00, <br />The applicant needs to revise appropriate sections of the permit <br />application to reflect these recent amendments to estimated reclamation <br />costs. <br />20. The Division proposed that a mulching rate of 4,000 pounds per acre <br />should be used to provide adequate soil protection. The response on Page <br />2.05-42 states "... mulch will be a minimum of 1,000 pounds per acre on <br />flat areas and 4,000 pounds per acre on steeper slopes": The rate of <br />application for flat area is down from the previous rate of 2,000 pounds <br />per acre. <br />The Division still believes that because of the harsh climate of this <br />south-facing site a rate of 4,000 pounds per acre is needed. However, <br />for those portions of the Hay Gulch cropland to be reclaimed, no mulch <br />would be needed. Please modify the application accordingly. <br />21. The majority of the discussion pertaining to "Revegetation Plan" is <br />presented on page 2.05-38 to -41. This discussion, however, relates only <br />to seeding the rangeland area. No discussion is presented to seeding the <br />irrigated cropland area of Hay Gulch. A discussion of seeding the <br />cropland area is found later under "Post-Mining Land Use" on page 2.05-46 <br />to -47. Since the revegetation plan relates to both the rangeland and <br />cropland areas, it is necessary to move the discussion pertaining to <br />cropland with rangeland on pages 2.05-38 to -41, <br />Also, as previously reouested, the Post-Mining Topography Map (now <br />Map 12) needs to reflect the areas to be seeded to rangeland and to <br />cropland. <br />22. Page 2.05-38 presents a discussion pertaining to mulching followed by <br />seeding. This method was previously discussed during the review of your <br />notice-of-intent. It was agreed to follow the standard practice of <br />seeding followed by mulching. Please update the application accordingly. <br />23. Page 2.05-46 and -47 discuss seeding the cropland area. Since this area <br />is irrigated cropland, La Plata Coal needs to provide a discussion on how <br />this area will be irrigated and the legal right to the water. <br />
