Mr. Joe Carpio - 9 - May 11, 1987 <br />Application Section 2.06 <br />24. The discussion on the sediment pond within Hay Gulch specifies the <br />alluvial soils were removed and stockpiled. It is our understanding that <br />the topsoil stockpile west of the facilities area is soil from upgrading <br />the facilities area. Where is the sediment pond topsoil stockpile? <br />Please depict this pile on Map 11. <br />Application Section 4.0 <br />25. Page 4.02-1 states the perimeter of the <br />Since this is an underground operation, <br />areas affected by surface operations or <br />marked. Please modify the application. <br />26. Acidic water and yellowboy <br />staining (ferric hydroxide) have been observed flowing down the roadside <br />di tch. <br />This occurrence is more than likely only seasonal and has yet to be <br />defined. Rule 4.05.2(9) defines the requirements for acid mine drainage <br />treatment. If flow is small and infrequent, a manual system of <br />neutralization can be approved. A plan for treatment of this acid <br />drainage will need to be prepared and submitted to the Division prior to <br />permit approval. Should any assistance be requested on this matter, the <br />applicant is encouraged to contact the Division prior to plan submittal. <br />28. Page 4.05-11 states "See following list of Water Users in the area"; <br />however, no list is provided. Please provide this necessary list. <br />29. From a review of Page 4.06-2, it is the Division's understanding that the <br />topsoil stockpiles will be seeded this fall with the seed mix on Pages <br />2.05-39 to -40. Is our understanding correct? <br />30. The discussion on Page 4.07 needs to be expanded to address sealing of <br />the water well in the draw west of the facilities area. <br />31. The discussion on Page 4.29 needs to be modified since the "in-situ <br />processing" addressed by Rule 4.29 pertains to processing of the coal in <br />place with production and recovery wells. The discussion presented on <br />Page 4.29 pertains to coal crushing and screening after mining of coal. <br />Therefore, this section of the regulations are not applicable to !.a Plata <br />Coal. <br />srs <br />9549E <br />
