~. <br />XVII. Backfilling and Grading (2.05.3(6), 2.05.3(9), 2.04.4(2)(a),~ <br />2.05.4(2)(c), 4.09, 4.Z3, 4.14) <br />Grand Mesa Coal Company proposes to construct a portal face-up and portal bench <br />at the site of the proposed Red Canyon No. 2 Mine, intended to extract coal <br />from the "D" coal seam, approximately 130 feet stratigraphically beneath the <br />existing workings of the No. 1 Red Canyon Mine in the "E" seam. In constructing <br />this portal facility, approximately 35,000 cubic yards of overburden material <br />will be excavated from the face-up cut and graded to form a portal bench area <br />roughly in the location of the existing sediment ponds, which will be <br />relocated. The proposal is conceptually presented, including sketch sections <br />and location on the surface facilities maps. However, in order to assess the <br />opera tionaZ and reclaimed stability of the proposed Red Canyon No. 2 portal <br />bench and face-up, the Division deems it necessary to impose the following <br />stipulation upon permit approval: <br />Stipulation: <br />THE DIVISION DIRECTS GRAND MESA COAL COMPANY TO PREPARE AND SUBMIT <br />DETAILED CROSS-SECTIONS RND MAP DEPICTING THE CONFIGURATION OF THE <br />PROPOSED PORTAL BENCH AT THE RED CANYON NO. 2 MINE. IN ADDITION, <br />THE OPERATOR SHALL COMPLETE R STABILITY ANALYSIS, USING APPROPRIATE <br />MATHEMATICAL AND ANALYTICAL TECHNIQUES, FOR THE PROPOSED OPERATIONAL <br />AND RECLAIMED CONFIGURATIONS OF THE FACE-UP AND THE PORTAL BENCH AT <br />THE RED CANYON NO. 2 MINE. THIS ANALYSIS SHALL BE REVIECJED AND <br />APPROVED BY THE DIVISION PRIOR TO THE COMMENCEMENT OF ANY EARTHWORK <br />AT THE PROPOSED FACE-UP AND PORTAL BENCH. <br />The amended Red Canyon No. 1 and No. 2 mine permit application states the intent <br />to conform with the requirements of Rule 4.14.1(2)(e), which presents the <br />general backfilling and grading requirements for underground mines' surface <br />disturbances. The Grand Mesa Coal Company application specifically details <br />9 areas to be backfilled and graded within the disturbed permit area. Additional <br />information concerning the stability of the reclaimed configuration of the <br />No. 2 Mine's portal bench will be required, as discussed in the stipulation <br />above. With the exception of these slope stability analysis deficiencies, <br />the backfilling and grading plans for the Red Canyon No. 1 and No. 2 mines <br />are in compliance with the regulatory requirements. <br />
