<br />Page 2 <br />Preliminary Adequacy - Sno~,miass Coal <br />April 29, 1981 <br />Cultural and Historic Resources <br />The following information must be supplied to MLR-OSM to verify compliance <br />with Federal and State requirements: <br />1. Submit a report detailing the survey and testing work performed <br />by Powers Elevation in 1979 and 1980. Any located cultural resources <br />should be evaluated for significance using National Register Criteria <br />(36 CFR 60.6). Impacts to sites should be discussed. The report <br />should substantially conform to OSM's draft "Standards for Reporting <br />Cultural Resources Invesiigations". <br />2. Submit a map showing areas surveyed, life-of-mine boundaries and <br />all known cultural resources. This map should include any known <br />historic sites located within the life-of-mine. <br />3. Submit the historical research report by Athearn (1977). It <br />appears that some of the historical resources noted by Athearn are <br />located in the lease area (Map Al-l, Vol. 2, W. Central Coal Final <br />Environmental Statement, Bureau of Land Management), although the <br />text states that they are not on project area lands. If they are <br />within the lease area, either private or Federal, significance and <br />impacts should be assessed for these sites as well as for other known <br />cultural resources within the life-of-mine. <br />4. An intensive survey for cultural resources must be perforemd in any <br />areas within the life-of-mine that may be subjected to direct surface <br />disturbance. Although the mine plan states that there will be no additional <br />areas disturbed, Map D-080 shows two areas of proposed disturbance. <br />Rt a minimum, these areas must be surveyed, as well as any other areas that <br />may be directly impacted. A report must be submitted documenting these <br />investigations. <br />5. R sample survey for cultural resources that may be impacted by the <br />effects of subsidence must be performed in the life-of-mine area. <br />This survey should concentrate on locating cultural resources that may <br />be especially sensitive to subsidence, such as rock art, rock shelters, <br />and standing wall structures. The survey should be designed to examine <br />areas that are most likely to contain such sites, and that have a <br />good probability of showing surface effects of subsidence. The area <br />surveyed should not be less than IOo of the life-of-mine area. A report <br />documenting this survey shall be submitted in accordance with OSM's draft <br />"Standards for Reporting Cultural Resources Investigations." <br />The above deficiencies will need correction before the mine plan is <br />considered complete, and OSM can begin consultation with the State <br />Historic Preservation Office (SHPO) pursuant to Section 106 of the <br />National Historic Preservation Act of 1466 and 36 CFR 800. Item 5, <br />however, can be completed after approval of the mine plan. <br />
