First, as stated above, the Division believes <br />that streams inside or outside the permit area, could also <br />be negatively impacted by mining, and this impact would <br />need to be mitigated. Second, the Division considers <br />negative impacts to springs to be an impact that also needs <br />to be mitigated. Rule 2.04.7(3) states that alternative <br />water sources must be used to augment a water source for <br />"domestic, agricultural, industrial, fish and wildlife, or <br />other legitimate use" that has been negatively impacted. <br />~17a. Does the operator anticipate encountering significant mine <br />inflows form faults encountered in the area. Please provide a <br />detailed discussion regarding any predictions. <br />2.04.8 Climatological Information <br />No additional information is required for this section for <br />baseline information, however; <br />18. BRL should install an instrument for measuring precipitation <br />(/ in the affected watershed, as this can become important <br />throughout the operation of the mine with respect to <br />sediment control and discharge events. <br />2.04.9 Soils Resource Information <br />The soils resource information is generally adequate with respect <br />to those areas that will be disturbed by installation of surface <br />facilities with the following exceptions. <br />J 19. Field descriptions of sampling that was conducted to verify <br />NRCS soil survey information should be included in the <br />permit application along with the actual laboratory reports. <br />/ 20. Although soils within those areas expected to be disturbed <br />are adequately described with the above exceptions, it is <br />common to provide a large scale (NRCS mapping scale) soils <br />map of the entire affected area. This generally is an order <br />III or larger intensity of mapping and contains general <br />descriptions of the soils within the permit area.
