°t.! •

J.E. Stover & Associates -37- May 31, 1996
Bowie No. 2 Mine
Many of the preceding comments also apply to the reiterated
statements included by the preparer of Exhibit 15 within the
Subsidence Handbook mitigative methodology discussions of the
report.
SURFACE WATER RESOURCES - PONDS
Monitoring of these stock ponds above the areas of potential
subsidence should be monitored prior to, and frequently during,
the annual stock watering season. Monitoring should be initiated
prior to the initial undermining of the stock pond. Subsequent
to the commencement of undermining the ponds should be frequently
monitored for an appropriate period of time to verify the
culmination of potentially detrimental subsidence. Following any
repairs the pond should be frequently inspected until it is
apparent that additional damage will not occur.
MASS MOVEMENT FEATURES - LANDSLIDES
In order to verify the projected negative impact of subsidence
upon landslides within the permit area, it would be appropriate
to visually inspect known historic and modern landslides.
Inspections should occur during the periods immediately following
retreat extraction in the immediate proximity of mapped historic
and modern landslides. The applicant should propose a detailed
inspection methodology to detect subsidence cracking or
rejuvenation of movement to the potentially effected landslides.
This should include inspection immediately following the annual
ground water high stand of late June, during which the majority
of landslide movement normally occurs. These inspections should
be conducted annually in areas undermined for an appropriate
period of time following retreat extraction, to verify negative
impact from subsidence.
2.06 Requirements for Permits Special Categories of Mining
2.06.6 Prime Farmlands
The previous comments contained in section 2.04.12 will address
this section also.
2.06.8 Alluvial Valley Floors
This section is still under review and a final determination on
potential impacts will be made during preparation of the
Cumulative Hydrologic Impact Statement and after final
determination of the Probable Hydrologic Consequences
2.10 Mans and Plans
