-~- <br />7. Water Rights <br />Storage of over 2 AF of water in a sediment pond for more than 36 <br />hours requires the acquisition of storage rights for that pond. Does <br />Dorchester Coal Company have storage rights for Ponds 1 and 4? There <br />is also the likelihood that Fresh lJater Pond No. 3 and Water Treatment <br />Pond No. 2 require water rights. No description or design of these two <br />ponds could be found in the application. No listing of water rights <br />held by Dorchester Coal Company or pending case applications could be <br />found in the application or the response. <br />Dorchester Coal Company should provide a description of all water <br />rights held or pending. <br />8. Water Treatment <br />The adequacy review response in Section 2.05,6(3) discusses two <br />points of water treatment; one at the water discharge for the coal prep- <br />arations plant, and the second, the mine water treatment system at <br />the discharge of Pond N2. The applicant must discuss the following <br />topics in relation to the water treatment facilities: <br />a. Design and Layout of treatment system <br />- Mean, maximum, and average flow to be treated <br />- Ffethod of treatment - batch or continuous <br />- Type and dimensions of mixing chamber <br />- Type and dimensions of sediment pond <br />- Baffle locations <br />- Theoretical detention time of pond . <br />- Method of sludge removal <br />- Method and location of sludge disposal <br />- Discharge location/name of receiving stream <br />- Backup calculations and drawings <br />- Expected range in temperature of wastewater <br />b. Coagulant Information <br />- Type of coagulant <br />electrolyte <br />polyelectrolyte <br />hydrolized metal ion <br />cationic or anionic <br />physiochem.istn/ of the flocculation urechnnism <br />solid or liquid <br />- Brand name and manufacturer/supplier <br />- Chemical or generic formula <br />- Application rate/dosage <br />- Use of any coagulant aids <br />- Lab results of Jar tests <br />
