-3- <br />4. Information on road crown and ditch relief points (including loca- <br />tion) must be provided to indicate flow directions, and to verify that <br />water will not be discharged into fill material. (4.03.1(4)(c) and (d)). <br />5. For all road culverts, the applicant must verify that culverts were <br />designed, constructed, and maintained to sustain the vertical soil <br />pressure, the passive resistance of the foundation, and the weight of <br />vehicles to be used. This information should include the thickness of <br />pipe, size of corrugations, type and size of pipe, and the amount of fill <br />material to be placed over the culvert (9.03.1(4)(e)(ii)). The minimum <br />amount of fill material allowed is one foot (4.03.1(4)(e)(v)). <br />6. The applicant should address the need to use trash racks and debris <br />basins at culverts (9.03.1(4)(e)). <br />7. The applicant must provide design calculations (incorporating head <br />loss) to verify that culverts can safely pass a 10-year, 24-hour event <br />without a head of water at the inlet (unless the embankment is protected <br />from erosion and fill saturation) (4.03.1(4)(e)). <br />8. Culvert spacing For the haul road does not comply with the spacing <br />requirements of 4.03.1(4)(e)(vi). This must be addressed. <br />The applicant may request a variance from this requirement if the applicant <br />demonstrates that such specifications will not result in an increase in <br />erosion. The demonstration must consider precipitation rates, percent of <br />grade and soil properties appropriate to the site. <br />2.05.3(4) - Ponds, Imuoundments and Diversions <br />I. The applicant must readdress the concerns of Rules (2.05.3(4)) and (4.05) <br />resolving the following inadequacies. Adequacy comments relating to this section <br />have been addressed in three different sections; ponds, impoundments and <br />diversions. <br />A. Ponds <br />1. Engineering Design Drawings of all Sediment Ponds. <br />Rule (4.05.6(7)) requires that all sediment ponds be designed by <br />or under the supervision of a qualified registered professional engineer. <br />In order to ensure that all drawings and maps conform to his design, at <br />Least one copy of each drawing and map must bear the original seal and <br />signature. The engineering design drawings must include: <br />~, - All embankment geometry, <br />- Elevations of: <br />a. sediment storate volume, <br />b. 10-year, 24-hour storm storage volume, <br />c. dewatering device, <br />d. principal and emergency spillway crests, and <br />e. the water surface during passage of the 25-year, 24-hour storm <br />peak flow, and <br />- Side and tupviews of all outlet structures. <br />
