-2- <br />2. In recent discussions with the operator, a belt press has been proposed as <br />an alternative method to handling of the coal fine slurry. If this proposal is <br />a reality, it should be addressed in the permit application. If it is presented, <br />all other applicable portions of the permit application must be amended. <br />3. Since the mining of seams beneath the Hastings strip mine is proposed in <br />Section 2.05.3(2) of the response, the mine plan must be presented, or this <br />section should be deleted. <br />9. The proposed sequence of mining the No. 2 North panel is shown in orange <br />in the NEIb, NEB, Section 25 on the DOR-5 response map. It appears that there is <br />no access to one room of the panel. The applicant must resolve this problem <br />and present a revised mine plan map. <br />5. Rt the time of submittal of the subsidence section, Dorchester must propose <br />mining methodology to prevent material damage to renewable resources and structures <br />above the mined areas. <br />2.05.3(3)(c) - Roads <br />1. Concerns relating to z'oads will be addressed in t~vo sections; the road <br />design and the design of the road drainage system. <br />A. Road Design (9.03) <br />Z. Road designs, including maps and cross-sections, must be certified <br />by a qualified professional engineer. <br />2. All roads within the permit area must be addressed. <br />3. Cross-sections must contain the required information, such as areas <br />of cut and fill, embankment slopes, and ditch sizing. [dorst-case <br />stability and cross-section analysis are suggested. <br />4. Dorchesterrs coal mining operation is within 100 feet of a county <br />road. This must be addressed as outlined in Rule (2.07.6(2)(d)). <br />S. Dorchester should provide specific reclamation plans for all roads, <br />with special consideration given to those constructed on steep slopes. <br />B. Road Drainage (4.03.2(4)) - The following concerns must be resolved: <br />1. During refuse pile construction, how will the haul road cross the <br />refuse pile perimeter ditch? If a culvert is to be used, the applicant <br />must submit the designs for this culvert. <br />~ 2. tJhat measures will be used to prevent refuse pile drainage From <br />floevinq onto the road and into the road ditch? <br />3. What materials will be used to line the road ditch to insure that <br />the channel lining will not be susceptible to scouring? The applicant <br />must provide the channel lining information and report the design <br />velocity of the road ditch. A11 supporting calculations must be submitted. <br />
