<br /> <br />Purpose of the proposed action: The Surface Mining Contrcl and . <br />Feclamation Act requires that within 2 months after a State program for <br />regulation of coal mining is approved that an operator must submit an <br />application for a permanent program permit. The application for the Ohio <br />Creek #2 mine way filed within the required two mcnth period. <br />Preferred alternative: Approval of the Mining and Feclamation Plan with <br />Stipulations as follows: <br />A. The Ohio Creek #2 Pfine's proposed action: <br />OC Mine tdo. 2 employs conventional two-entry, room and pillar underground <br />mining methods. •For this permit the operator is mining 8C acres. The <br />operator currently has a request pending for a lease modification <br />competitive lease to add an additional 120 acres to the existing mining <br />property. If this lease modification is not granted, the mine plan calls <br />for retreat mining to commence in 1983, with reclamation teginning in <br />approximately the year 1993. If ttie lease modification is granted, final <br />reclamation will commence in the year 2025, following the completion of <br />mining. (see Alternative #2). <br />The OC Mine No. 2 mining operation has disturbed 3.2 surface acres of <br />which 0.98 acres were disturhed in the construction of the sediment + <br />control system. No additional surface disturbances are planned in the <br />future. The surface facilities for the operation consist of a tipple, <br />shop, office and explosives storage area. There are two rcads at the <br />mine site. One leads up to the portal, tench area and the other one <br />serves the tipple area. / <br /> <br />
