_8_
Ci
1. The applicant would be using an existing U.S.G.S.
monitoring station ae its upstream monitoring station of Foidel
Creek. It is certainly appropriate to use this station.
However, the applicant should commit to establishing its own
upstream monitoring should the U.S.G.S. discontinue this
station.
2. Exhibit 10 refers to Fish Creek monitoring stations 1001
and 1002, while Map I3o. 9, the Baseline Hydrology Map, shows
one station. CYCC Station 26. Either the map or the text
should be revised to be consistent. Also, the map should show
both the upstream and downstream stations of Fish Creek.
3.The applicant's proposed effluent water quality monitorlnq
should be expanded to include those water quality constitutents
for which the Colorado Department of Health has established
numerical stream standards (Attachment B). These constituents
should also be added to the stream monitoring stations on
Foidel Creek, and monitored on a quarterly basis.
4. Table 8 should be modified to include the appropriate
well data foc the Fieh Creek alluvial aquifer wells.
5. The applicant should submit a proposal to monitor water
inflow into the proposed mine workings. The proposal should
include a plan to locate and to measure the flow rates of the
various inflows, source of inflow (i.e. faults, fractures,
weeping roof, floor or coal face, etc.), inflow rate
fluctuations with time (i.e. inflow is perennial, seasonally
varies, dried up, etc.), and field measurements of pH,
electro-conductivity and temperature.
6. The applicant sriould revise the proposed ground water
monitoring plan to include quarterly submittal of collected
data.
The Division may have additional adequacy concerns with respect
to surface and ground water monitoring after reviewing the
applicant's revised discussion of probable hydrologic
consequences.
Subsidence-Related Aspects
On pages 2.05-50 and 2.05-51 of the application, the applicant
presents a discussion of the subsidence-related aspects of
protection of the hydrologic balance. This presentation is
inadequate as it exists, requiring more detail and
Sustification for some of the conclusions presented. The
applicant pro~ecta limits for overburden caving and fracturing
