The applicant inappropriately used a one-tailed t-test to show <br />comparability of cover and production data between the proposed <br />disturbed area and reference area. This section must be revised to show <br />that the proposed disturbed and reference areas are comparable using a <br />two-tailed t-test. <br />Prime Farmlands - Rule 2.04.12 <br />The letter stating that there are no prime farmlands is insufficient for <br />a negative determination. This letter was based on a phone <br />conversation. A legal description of the area to be affected by this <br />mining operation must be provided to the SCS. According to the SCS <br />publication, Important Farmlands Inventory, there may be prime farmland <br />within or adjacent to the proposed affected area. <br />Roads - Rule 2.05.3(3) <br />There is insufficient information on cut and fill <br />application for the Division to determine whether <br />1n compliance with Rule 4.03. The cross-sections <br />2h:ly. Sediment ponds are required to be <br />retained until revegetatlon success standards are attained for the <br />disturbed areas. The reclamation plan must be amended accordingly. <br />Protection of the Hydroloalc Balance - Rule 2.05.6(3) <br />The permit application should contain detailed analyses of the <br />hydrologic Impacts of the coal processing waste disposal pile, coal <br />preparation plant, water handling facilities for the mine, slurry <br />pipeline, mine site rail load-out, disposal areas for waste rock from <br />mine development, open coal stockpiles, and mining on recharge areas of <br />the coals and overlying aquifer. <br />
