Adequacy Issues Identified During Completeness Review
Geologv - Rule 2.04
1. Core holes used for the chemical analyses are not identified on the
laboratory analyses sheet to Appendix 3.3-1 and are not located on the
geologic map. This information must be submitted.
2. A detailed geologic map and cross-sections are needed for the mine's
surface facilities, rail line, load-out, and refuse disposal area.
Detailed descriptions are also needed for the surflcial deposits in
these area.
HVdrology DescrlDtton: Ground Nater - Rule 2.04.7(1)
The baseline hydrology 15 inadequate for the streams, springs,
irrigation ditches, colluvtal aquifers, and alluvial aquifers within the
surface facilities area, load-out, rail line, and the coal processing
waste disposal site. Full baseline collection should continue until a
year's worth of data has been collected. The applicant should then plot
and analyze the baseline data and describe the seasonal fluctuations to
the water qualities and quantities of both surface and ground water.
Hvdrology DescrlDtlon: Surface Mater - Rule 2.04.7(1)
1. Surface water site CR-2 has no corresponding flow measurements for
sampling events. If the applicant plans to use flow from U.S.G.S.
station at Glenwood Springs, this flow data should be submitted for the
period covered by sampling at site CR-2. This data should be presented
in a readily usable form such as a hydrograph.
Vegetation Information - Rule 2.04.10
1. Storm King must revise the vegetation map to show the locations of
reference areas and sampling sites.
2. The application does not delineate the total acreages of vegetation
communities to be disturbed. Only the acreages at the surface
facilities and portions of the waste disposal area are addressed.
Storm King must revise the application to include acreages for other
disturbances such as the haul road, slurry pipeline, and reclaim water
pipelines.
3. The discussion of revegetatton success standards is unclear. Storm King
must either cornett to use standards derived from reference area sampling
during bond release or state what the proposed standards will be.
4. A description of the double sampling methodology used in the collection
of baseline vegetation data must be submitted.
