Please clarify. IX, Re-routing of Roads and Power Lines It is unclear how Flatiron's proposal to re-route roads and power lines around the borders of the property will be integrated with the mine plan, reclamation plan, sediment control plan and vegetation reference areas. For instance, the re-routed road, as presently sho:m, passes through sedimentation pond H and possibly a corner of the topsoil stockpile near [he office. Also, the road is shoran as following exactly the western and northern property boundaries, even though the mine plan maps indicate [hat the East Dump will extend all the way to these boundaries. The re-routed roads and pocaerlines must be :shown on the mining and reclamation plan maps. Construction and reclamation of these structures must be discussed in the text of the plan. The applicant must also investigate the quc~ation of whether roads and powerlines along the property boundaries are acceptable to the BLM, in terns of their requirement for a 20 foot buffer zone. X. Reclamation Costs. The staff has not yet completed a revie;; of the proposed reclamation costs. As soon as this review has been completed, I will set up a meeting with you to discuss bonding. In reference to the major, moderate and minor acreage categories shown in Table 3A, and referred to in the bond calculations, some errors are evident. In particular, the "minor" disturbance category should be cumulative through the life of the mine. Reclaimed acreage remains in this category until final bond release. It would be of considerable help to the staff if the applicant could break the major and moderate categories for each year into their component J j~ p parts: pit; east dump; horseshoe dump; sediment ponds; roads; stockpiles; office; etc. Cost of reclamation of the access road does not appear to have been included in the cost estimates provided. Please correct this omission. XI. Response to Federal Interim Regulations The response to the federal interim regulations submitted last August contains numerous statements cahich are no longer accurate, due to changes ~/t' vhi~h have been made in the minir,~ and reclamation plan.
