Page 6 <br />Mitch Sinmons <br />\ovember 2, 1979 <br />According to the mine plan maps, most of the Type V (greasewood, sagebrush) <br />reference area c.•ill be disturbed by sediment pond and road construction. <br />Please clarify. <br />IX, Re-routing of Roads and Power Lines <br />It is unclear how Flatiron's proposal to re-route roads and power lines <br />around the borders of the property will be integrated with the mine plan, <br />reclamation plan, sediment control plan and vegetation reference areas. <br />For instance, the re-routed road, as presently sho:m, passes through <br />sedimentation pond H and possibly a corner of the topsoil stockpile near <br />[he office. Also, the road is shoran as following exactly the western and <br />northern property boundaries, even though the mine plan maps indicate <br />[hat the East Dump will extend all the way to these boundaries. <br />The re-routed roads and pocaerlines must be :shown on the mining and <br />reclamation plan maps. Construction and reclamation of these structures <br />must be discussed in the text of the plan. [2i11 the road ultimately be <br />returned to its present alignment (along Mann Draw)? <br />The applicant must also investigate the quc~ation of whether roads and <br />powerlines along the property boundaries are acceptable to the BLM, in <br />terns of their requirement for a 20 foot buffer zone. <br />X. Reclamation Costs. <br />The staff has not yet completed a revie;; of the proposed reclamation costs. <br />As soon as this review has been completed, I will set up a meeting with <br />you to discuss bonding. <br />In reference to the major, moderate and minor acreage categories shown <br />in Table 3A, and referred to in the bond calculations, some errors are <br />evident. In particular, the "minor" disturbance category should be <br />cumulative through the life of the mine. Reclaimed acreage remains in this <br />category until final bond release. <br />It would be of considerable help to the staff if the applicant could break <br /> <br />the major and moderate categories for each year into their component J <br />j~ p <br />parts: pit; east dump; horseshoe dump; sediment ponds; roads; stockpiles; <br />office; etc. <br />Cost of reclamation of the access road does not appear to have been included <br />in the cost estimates provided. Please correct this omission. <br />XI. Response to Federal Interim Regulations <br />The response to the federal interim regulations submitted last August <br />contains numerous statements cahich are no longer accurate, due to changes ~/t' <br />vhi~h have been made in the minir,~ and reclamation plan.
