Page 7 <br />Hitch Simmons <br />November 2, 1979 <br />In addition to tt~e regulations just quoted, the Special Use Permit <br />recently granted by Jackson County to Flatiron Paving Company contains <br />the following condition <br />That applicant shall enter into an agreement with the Division <br />of 1•lildlife, State of Colorado regarding the procedures and <br />steps that will be taken to protect and minimize any adverse <br />impacts of the proposed mining operations on the sage grouse <br />population and any other identified critical c~ildlife areas which <br />may be affected by said proposed mining operations. <br />The staff caishes to work with Flatiron in devising a plan for mitigation <br />of impacts on the sage grouse which will satisfy Jackson County, and be <br />acceptable both to the Division of 4lildli.fe and the Bl~`1. As a step towards <br />this goal, I have enclosed a copy of a letter ~•;hich 1 leave received from <br />Clait Braun, listing a number of mitigation measures which he considers <br />important. I would advise Flatiron to consider and respond to each of <br />the points in his letter. I realize that several of these are already <br />included in the permit application. Other items such as fertilization <br />of sagebrush, are included in the application, ho:aever, a more detailed <br />program caill need to be developed in consultation with the Division of <br />Wildlife. <br />I intend to set up a meeting with the Division of Wildlife in the near <br />future to discuss this issue. <br />As a final point, the staff requests that Flatiron include the following <br />condition in the Bourg permit application: <br />If the monitoring study of the sage grouse strutting ground <br />should reveal that any adverse impact has occurred, as <br />determined by the Ptined Land Reclamation Division and the <br />Division of Wildlife, Flatiron Paving Co:apany twill submit a <br />proposal to substantially mitigate this impact. .This proposal <br />must be prepared in consultation with, and must be approved by, <br />the Mined Land Reclamation Division and the Colorado Division <br />of Wildlife. ~FlwFi~t+n ~++.i5!' ~lv~• ~~np.~e.rerr/- -(;'na ~~~~~:•~/) <br />VIII. Vegetation Information <br />The applicant is reminded that vegetation references areas must be <br />marked on the ground, must be properly managed, and must be protected <br />from disturbances. <br />For these reasons, a more accurate delineation of vegetation references areas <br />on map 25A is required. The staff would recommend that the size of those <br />reference areas be at least two acres. A proposed plan of grazing manage- <br />me;~t should. be submitted. <br />(con['d) <br />
