If an <br />existing road is to be used, topsoil salvage will be <br />required when the road is widened. <br />2) Please specify the location of topsoil stockpiles. <br />3) The applicant should describe the nature and thickness <br />of materials to be used for the road base and for road <br />surfacing. <br />4) Design calculations must be provided for the ditch along ~ <br />the road and for all culverts. <br />5) The locations of the borrow pits to be used for the ~ <br />disposal of road surfacing material must be specified. <br />Prior to any actual dumping, the applicant must demon- ~ <br />strafe that the legal right to use these pits has been <br />obtained. The pits will need to be included within the ~ <br />permit area and reclaimed according to the performance <br />standards in the Act. / <br />6) In addition to smoothing the ground surface during <br />reclamation of t}ie road (pg. 15F.), the applicant will <br />be required to deeply rip the right-of-way to relieve <br />compaction. This will be necessary in order to suc- <br />cessfully revegetate the area. <br />7) The applicant must also re-spread topsoil during road <br />reclamation. Please specify a replacement depth. <br />8) How will grazing be controlled along the road right-of <br />way until the vegetation is suitably established? <br />9) The above comments regarding road reclamation are con- <br />tingent upon the wishes of the BLi~1. The staff has asked <br />the BLM to inform this office of the degree of road <br />reclamation they desire. <br />III.Overburden Analysis <br />Laboratory soil analysis data submittied by John Havlin from CSU <br />included two samples from the existing mine waste dumps on the Bourg <br />property. These samples are characterized by a loci pH and a high <br />iron content. This finding is of considerable concern to the staff. <br />For this reason, and in accordance with the requireoents of section <br />715.17(g) of the federal interim regulations, the applicant is required <br />to identify the source of the acid materials in these existing dumps. <br />Both the chemical source of the acid, and the probable location of <br />this material in the lithologic sequence must be determined. This <br />must be done prior to permit approval. <br />~~ G <br />Furthermore, the applicant must describe and illustrate procedures for <br />special handling and burial of the existing dump material.
