<br />and a final revised report was completed on November 19, 1977. <br />Table 8 compares the revised (controlled) emission factors <br />with those originally used by MEI in their initial report. <br />Only those revised factors pertaining to haul roads and ma- <br />terials handling differ from the factors originally used <br />because of additional information obtained subsequent to the <br />initial report. In addition, Table 8 also gives factors which <br />incorporate the mitigative effects of additional control <br />measures since added by Energy Fuels. <br />The revised and proposed emission factors for materials hand- <br />ling required information on silt and moisture content of <br />coal and overburden. The silt values for crushed coal (2.6%) <br />and overburden (8.1%) were measured at the EFC mine site and <br />the value for raw coal (1%) was assumed. A moisture value <br />of lY, was assumed for both coal and overburden; this is a <br />small percentage of the measured value (3.0%) for total un- <br />bound moisture in coal and the measured value (3.1%) for total <br />unbound moisture in overburden on dry days. <br />Tables 9-12 compare revised and original emissions totals <br />and resulting particulate concentrations at the receptor <br />points of maximum air quality impact. The revised emissions <br />from the mine areas and associated air quality impacts increase <br />above the original estimates while the opposite is true for <br />the tipples. Examination of Tables 9-12 indicates that the <br />revised maximum particulate concentrations exceed Colorado <br />7:7 <br />
