-3- <br />3. The land use potential must be evaluated for surface affected areas as <br />required under 2.04.3(2)(b). <br />4. From maps submitted, it appears that many abandoned mines exist in and <br />adjacent to the permit area. For these nines and for past mining by Sno~•+mass <br />and its predecessors the follo~•~ing information is required under section 2.04. <br />3(3): <br />a. The type and description of mining method used. <br />b. The coal seams or other mineral strata mined. <br />c. The extent of coal or other mineral removed and a discussion of i•~hether <br />proposed operations ~•+ill intercept these mines. Or, ho~•~ close ~•iill proposed <br />operations come to intercepting these mines. <br />d. The approximate dates of past mining. <br />e. The uses of the lands preceeding mining, if known. <br />f. Any evidence that suggests that subsidence has occurred. <br />g. The location on a map and extent of acreage disturbed by previous <br />surface coal mining and reclamation operations. <br />5. The land use discussion nr map should identify any land use classification <br />under local la~,~ for the permit and adjacent areas. <br />6. The land uses at the loadout were not specifically delineated on the land <br />use map. These uses should be clearly delineated and discussed in the text. <br />7. The productivity of the loadout area before construction should be addressed. <br />Information should include average yield of food, fiber, forage, or wood products <br />obtained under high levels of management. Productivity could be obtained from <br />yield estimates from similar sites based on data from U.S. Department of <br />Agriculture, State Agricultural universities, publications, or appropriate <br />State natural resources or agricultural agencies. <br />8. The narrative mentions that "current plans contain no resource extraction <br />during life of this project". Is sand and gravel being mined in adjacent areas? <br />9. It is stated that land use at the loadout is regulated by the county. What <br />restrictions does the county place on the land? What are the county's goals? <br />This information must be in the permit application not referenced. A copy of <br />your special use permit must be submitted. <br />Cultural and Historic Resource Information <br />Section 2.04.4 - page 31 <br />The Powers Elevation survey referenced in the narrative must be submitted to the <br />Mined Land Reclamation Division and the Office of Surface Mining, and to any <br />public file copy as part of the application. <br />
