-2- <br />2. P1ap D - 91 must be certified by a qualified registered professional engineer <br />or professional geologist as required under section 2.10.3(2). <br />3. A description and/or map is required that desr.ribes the land uses of the <br />permit and adjacent areas in accordance with the land use categories defined <br />in section 1.04. <br />4. The land use map or a separate map must identify the following items, or <br />a negative determination statement should address: <br />a. The location of all buildings on and within 1,000 feet of the proposed <br />permit area, with identification of the current use of the building. <br />b. The location of surface and subsurface man-made features within, passing <br />through, or passing over the proposed permit area, including but not limited <br />to major electric transmission lines, pipelines, and agricultural drainage <br />t he fields. <br />c. Boundaries of any National Natural Landmarks Designated Natural Areas, <br />and public parks. <br />d. The location of any private or public cemetery or Indian burial ground <br />located in, or within 300 feet of the proposed permit area. <br />e. The location of any land within the proposed permit area or adjacent <br />area which is within the boundaries of any units of the National System of <br />Trails or Wild and Scenic Rivers System, including study rivers designated <br />under section (5)(a) of the l•lild and Scenic River Act. <br />f. .4 map showing the location and configuration of structures and renewable <br />resource lands ~•~itfiin the permit and adjacent area as required under section <br />2.05.6(6)(a)(ii)(b). <br />Section 2.04.3 - page 26-30 <br />1. The land use description should discuss in more detail the regional and local <br />land uses and the pote~itial land uses of the area. For example, your discussion <br />mentions timber is being utilized in the region but it is excluded from the mine <br />area. The land use map should man areas of timber harvesting and the narrative <br />should discuss why timber harvesting is not practical near the mine site. Any <br />regional productivity d to would be helpful. 'This information is needed to determine <br />the presence of renewab~e resources in the mine area". <br />2. The application also mentions the potential for minimal grazing. The narrative <br />should discuss why the site offers only iainimal potential for grazing. ldhat <br />factors limit grazing? Soils, topography, vegetative cover, and hydrology <br />limitations should be discussed. Information on productivity and carrying <br />capacity would be helpful. An,y information on historical use of the land should <br />be discussed along with reasons for changing land use and the potential for <br />resuming these historical land uses. The Division can not totaly exclude <br />potential land uses based on economic considerations alone. Economic changes <br />over the next 20-30 years may favor the use of timber harvesting or grazing. <br />
