Chilton: <br />This letter represents the Division's final adequacy -getter for the <br />Terror Creek Load-out. Due to the unusually complex nature of the issues <br />with which we are dealing, the Uivision is extending the review period by <br />one week. The proposed decision will be published June 30, 1983. <br />In a letter of April 12, 1983, the Uivision requested specific <br />information regarding restoration of the essential hydrologic functions <br />and plans for post-reclamation monitoring to document restoration of the <br />essential hydrologic functions and agricultural productivity. Estimates <br />of topsoil and subsoil depth, and measurements of bulk density and water <br />holding capacity in the plant rooting zone were specified. It was felt <br />that this information, obtained from undisturbed orchard land adjacent to <br />the disturbed area would document the predisturbance soil conditions <br />which supported the essential hydrologic function of irrigated <br />agriculture. <br />At a meeting on June 15, 1983, representatives of Terror Creek Company <br />expressed the opinion that restoration of the above conditions might not <br />be necessary to restore the essential hydrologic functions and <br />agricultural utility.
