<br />5. An expanded discussion of potential impacts (both direct and indirect)
<br />and resultant protective measures to be employed to minimize or prevent
<br />impacts is needed on a site specific basis. Impacts may include vandalism,
<br />subsidence and erosion, and a discussion on measures to mitigate or prevent
<br />these impacts to specific sites is needed. These measures may include
<br />avoidance, fencing, excavation, etc. The sites in question are SGF79I,
<br />SGF742, SGF743.
<br />2.09.5 General Description of Hydrology and Geology
<br />The applicant has not provided sufficient information to adequately character-
<br />ize the ground water in the proposed permit area and adjacent area. In
<br />particular, without a sufficient characterization of the ground water it is
<br />not possible to assess the impacts of mining upon water resources including
<br />water quality, quantity, uses and users, and whether alternative water
<br />supply information is needed. In effect, it is not possible to make an
<br />adequate determination of the probable hydrologic consequences of the mining
<br />operation to assess the impacts upon the ground water resources in the area.
<br />Therefore, at a minimum, the applicant must submit the information requested
<br />in item 2.04.7, and 2.05.4.
<br />2.09.6 Geology Description
<br />2.04. 6(2)(a)(iii)(c) The applicant has not provided the following coal
<br />analysis data: sulfate, pyrite, total sulfur, organic sulfur, pN, Iron,
<br />Manganese, Calcium, Chloride, Fluoride, Magnesium, Nitrogen (Nitrate),
<br />Phosphate, Potassium, Sodium, Sulfate, Conductivity, Sodium Absorption Ratio,
<br />Total Carbonate, Arsenic, Barium, Boron, Cadium, Chromium, Copper, Lead,
<br />Mercury, Molybdenum, Nickel, Selenium and Zinc. The applicant will need to
<br />submit this data. See the Appendix for an explanation of data requirements.
<br />These data are important for characterizing the proposed waste pile.
<br />2.04.6(2)(a)(v) The applicant needs to submit additional descriptions of
<br />the surface and underlying geology for the areas in the permit area which
<br />are or will be affected by surface operations and facilities. This includes
<br />describing how sloughing of road cuts and face-ups will be controlled.
<br />2.04.7 Hydrology Description
<br />2.04.7(1) Ground Water Information
<br />1. The applicant should specifically indicate what the water levels were
<br />in each of the ground water monitoring stations corresponding to the dates
<br />of water quality analyses in Table 4.4-1 through 4.4-5. Recording the
<br />water level is a necessary component in the collection of ground water
<br />samples, both from alluvium and bedrock sources.
<br />2. On page 2-92 of the text, the applicant states "Due to the geologic
<br />limitation of the area, the Munger Canyon project For this permit term
<br />(5 years) will not extend to a point to the northeast where water will
<br />be realized to the degree that would require pumping or extensive monitor-
<br />ing. At a later date, it may become necessary to reconsider the need for
<br />detailed ground water monitoring." What data in the application supports
<br />this statement regarding the existence of water? In the event ground
