The roads, as shown, are located on ridges, <br />and do not follow or ford ephemeral stream channels. <br />Design and Construction <br />Vertical Alignment: The applicant states that overall ver- <br />tical alignment shall not exceed ten percent, and that pitch <br />grade shall not exceed fifteen percent. Without submittal of <br />longitudinal profiles, however, compliance cannot be fully deter- <br />mined. The following stipulation is therefore proposed: <br />Within 30 days of permit issuance the applicant shall submit <br />longitudinal profiles of existing and proposed haul roads to <br />enable compliance determination. <br />Horizontal Alignment: The proposed and existing roads, as <br />shown on Figures 2 and 2L, appear to have horizontal alignments <br />consistent with existing topography. <br />Road cuts and embankments: The applicant states that cut <br />and fill areas will be minimal Operation Plan, p. 32) and has <br />provided typical haul road cross sections (Figure 3) which are <br />in compliance. The applicant has not indicated the measures that <br />will be taken to temporarily insure erosion control during con- <br />struction of road cuts, nor has the applicant addressed road <br />embankments in the permit application. The following stipula- <br />tions are proposed: <br />The applicant shall submit plans for temporary erosion <br />control measures for road cuts and surrounding areas <br />disturbed by construction, including, but nDt limited <br />-68- <br />
