<br />the roads, ponds, ditches and fencing will be reclaimed in 1986. <br />The ponds, ditches, and fences [necessary to control grazing, see <br />4.15(5) on page 12 of Addendum II] will need to remain in place <br />until approximately 1996, the end of the 10 year liability per- <br />iod. <br />It should be noted that all of the unexplained problems with <br />the disturbed acreages are relatively small; plus or minus 10 <br />acres. However, because of the problems with verifying the over- <br />burden volumes, overburden movement and disturbed acreages, and <br />because all these items are critical to determining bond amounts, <br />the following stipulation is proposed (also see stipulation in <br />the Bonding Section of Chapter III of this TEA. <br />Before beginning mining in Pit 2, the applicant shall <br />submit all maps, drawings, calculations and assump- <br />tions used to determine yearly disturbed and reclaimed <br />acreages and total disturbed acreages for all years. <br />The calculations should include,' but not be limited <br />to: the limits of topsoil removal for each year; the <br />limits of mining for each year; the limits of back- <br />filling for each year; the limits of retopsoiling and <br />revegetation for each year; and the area disturbed and <br />reclaimed each year for pond, ditch and road construc- <br />tion and removal. <br />The applicant has not adequately demonstrated that the pro- <br />posed mining and reclamation operations can be successfully <br />accomplished. The applicant has not provided sufficient informa- <br />tion in the following areas. <br />1. Ability to achieve proposed postmining contours. <br />No pit limits, showing both the top and bottom eleva- <br />tions, of the total areas proposed for mining within the <br />proposed permit area, cross-sections, or volumetric cal- <br />culations were included within the permit application. <br />-60- <br />
