<br />Regardless of the problem with verifying the initial unreclaimed <br />area, the unreclaimed area at the end of any other year should <br />equal the unreclaimed area at the end of the previous year plus <br />the area disturbed during the given year (Mining phase started <br />plus mining phase completed - see Table 1) minus the area re- <br />claimed during the given year. This procedure only worked for <br />verifying the unreclaimed areas for 1982 through 1985. Since the <br />preceding years could not be verified, the unreclaimed areas for <br />1981 through 1985 could not be assumed to be correct. Presum- <br />ably, the reason as to why the unreclaimed areas for years 1919, <br />1980, 1981 and 1986 could not be verified was that the applicant <br />included additional disturbed or reclaimed areas (stockpiles, <br />ditches, roads) in calculatiny the "unreclaimed Areas" which were <br />not a part of any of the phases noted on Figure 2 and were there- <br />fore not shown on Table 2. <br />During the analysis of the mining and reclamation plan some <br />other minor unexplainable discrepancies were also encountered. <br />In Table 1 of Addendum II, the total pond disturbed area is noted <br />as 5.2 acres (year 1986) when the total disturbed pond area cal- <br />culated from pages 15 and 16 of Addendum II is 5.6 acres. On <br />page 14 of Addendum II, the disturbed acres less the pond dis- <br />turbed acres are presented for years 1981 through 1986. Sub- <br />tracting these areas from the yearly areas shown on Table 2 gives <br />a pond disturbance acreage of 3.2 acres, which does not agree <br />with the 5.2 acres shown on Table 2 or the 5.6 acres calculated <br />using areas from pages 14 and 15. Page 17 of Addendum II shows <br />the bond amounts for the various reclamation tasks required for <br />each year. In year 1986, the bonding requirement for ponds, <br />roads, ditches, and fencing is sharply reduced, from $22,501 to <br />$12,490. Some reduction is expected as some of the roads used <br />for mining operations, that will not be needed for monitoring <br />purposes during the 10 year postmining liability phase [Section <br />3.02.3(2)(b) of the Colorado permanent regulatory program], will <br />be reclaimed. Based on the bond amounts given on pages 15 and 16 <br />of Addendum fI, the bond amount of $12,490 indicates that most of <br />-59- <br />
