<br />during the time that the road is out of service. The applicant <br />does not currently plan any upgrading or other modification to <br />the existing BLM haul road. A more detailed discussion of trans- <br />portation facilities is presented in Chapter III of this report. <br />In order to mitigate dust from haul roads, construction <br />activities and mining operations, the applicant has proposed <br />several dust control measures (p. 69, Vol. 1 of the permit <br />application). <br />o Unpaved mine roads will be watered as conditions require, <br />up to ten times per shift. <br />o All coal, rock, soil and other dust-forming debris will <br />be promptly removed from roads, and all unpaved roads <br />will frequently be scraped and compacted to stabilize the <br />road surface. <br />o Vehicle speed will be restricted to reduce fugitive dust <br />caused by travel. Average speeds should not exceed 20 <br />mph since the travel distance will be relatively short <br />within the permit area. <br />o Unauthorized vehicle travel will be restricted on other <br />than established roads by the posting of signs where <br />required. <br />o Regraded lands will be promptly revegetated at the <br />earliest possible planting season. <br />o Blasting events will be timed so as to reduce the amount <br />of fugitive dust generated at any one time. <br />o Any areas of burning or smoldering coal will be <br />extinguished and inspections for burning areas will <br />periodically be made whenever the potential for <br />spontaneous combustion is high. <br />-38- <br />
