during the time that the road is out of service. The applicant
does not currently plan any upgrading or other modification to
the existing BLM haul road. A more detailed discussion of trans-
portation facilities is presented in Chapter III of this report.
In order to mitigate dust from haul roads, construction
activities and mining operations, the applicant has proposed
several dust control measures (p. 69, Vol. 1 of the permit
application).
o Unpaved mine roads will be watered as conditions require,
up to ten times per shift.
o All coal, rock, soil and other dust-forming debris will
be promptly removed from roads, and all unpaved roads
will frequently be scraped and compacted to stabilize the
road surface.
o Vehicle speed will be restricted to reduce fugitive dust
caused by travel. Average speeds should not exceed 20
mph since the travel distance will be relatively short
within the permit area.
o Unauthorized vehicle travel will be restricted on other
than established roads by the posting of signs where
required.
o Regraded lands will be promptly revegetated at the
earliest possible planting season.
o Blasting events will be timed so as to reduce the amount
of fugitive dust generated at any one time.
o Any areas of burning or smoldering coal will be
extinguished and inspections for burning areas will
periodically be made whenever the potential for
spontaneous combustion is high.
-38-
