section 4.02 of the Colorado Permanent Regulatory Program (Adden-
dum II, p. 8 of the permit application). However, no buffer zone
markers are required at the mine site. No provisions for topsoil
stockpile markers have been made, as discussed in Chapter III of
this TEA. Signs on all access roads at the perimeter of the mine
will notify that entry is restricted.
Mine facilities are shown on Figure 2 of the permit applica-
tion, and a discussion is presented on pages 30 and 31, Volume
1. Existing structures include an office trailer, a crew
trailer, a shop and a crushing plant. The crushing plant con-
sists of an 8 x 12 square foot wooden building to house the
controls and an unenclosed hopper, feeder-breaker, crusher and a
150-foot stacking belt. No additional structures are anticipated
for the permit term. At some future date, the crushing plant and
shop may be moved to Pit 2. All existing structures are pre-fab
or mobile so that removal and rclamation will be simplified.
Facilities are discussed further in Chapter III of this TEA.
The mine area is traversed by several light-duty roads as
well as mine-related access and haul roads (pp. 31-35 and Figure
2, Vol. 1 of the permit application). There are two existing
roads within the present and proposed permit areas that will
serve mine traffic during the permit term: a mine access road,
which ends at the mine and serves only mine traffic, and an
infrequently-used road that provides access to an active oil well
owned by M&T Incorporated. Transportation between the mine and
the town of Walden is via a BLM right-of-way coal haul road.
The applicant proposes to construct three haul roads as well
as numerous temporary in-pit roads. The in-mine haul roads,
which will be used to transport coal from the pits to the
crusher, will follow, in places, the oil well access road and the
mine access road. Approximately 500 feet of the oil well access
road will be temporarily abandoned to facilitate mining opera-
tions. Access to the oil well will be over mine haul roads
-37-
