If there <br />are no significant differences between Phase V and Phase VI over- <br />burden SAR values then the applicant must provide a plan for <br />ensuring that postmining SAR values will be equivalent to premin- <br />ing SAR values to at least the average rooting depth (five feet) <br />below ground level, but the applicant will be allowed to use <br />Phase VI overburden material to backfill Phase V. <br />flry 3. The applicant must show that using high SAR overburden <br />f'M with only 18 to 24 inches of topsoil covering will allow success- <br />1 <br />ful reclamation of the mined area. The applicant must provide a <br />~~ quantified analysis of the probable impacts to the hydrologic <br />O system of using Phase VI material to backfill Phase V. If no <br />impacts to reclamation success or the hydrologic system will <br />result, Phase VI material may be used to backfill Phase V. <br />(3.~~~ Before _beginnin___g~ Wing in Pi_t 2, the applicant must comply <br />w-i-th one of the following options: <br />1. The applicant must analyze at least two more overburden <br />samples in the Pit 2 area: one sample in Phase VII, east of the <br />fault line; and one sample from the center of proposed Pit 2 near <br />the division between Phase VIII and Phase IX. If the samples <br />show unacceptable SAR values then the applicant must provide a <br />plan to ensure that postmining SAR values are comparable to pre- <br />mining SAR values to at least the average rooting depth (five <br />feet) below ground level. <br />2. The applicant must provide an acceptable plan for moni- <br />toring overburden quality as mining progresses. The applicant <br />must commit to promptly notifying the regulatory authorities if <br />poor quality overburden is encountered. In addition, the appli- <br />cant must commit to providing to the regulatory authorities an <br />acceptable plan for ensuring that postmining overburden quality <br />_12_ <br />
