Within thirty days of permit approval, the applicant must <br />submit the information to verify that 96,866 tons of coal were <br />mined between May 15, 1978 and August 29, 1979. <br />(/2 .1 B ore beginning minin ig~~_2 the applicant must comply <br />th one of the following options: <br />1. Sample the overburden in Phase VI - Pit 2 by drilling at <br />least one additional hole to determine if the SAR values for hole <br />LM1B-4 are representative of all Phase VI. Sample the overburden <br />•'`\ from Phase V - Pit 1 to determine if the SAR values for Hole 1 <br />are representative of Phase V. If the overburden SAR values for <br />Phase VI are appreciably higher than for Phase V then the appli- <br />• cant must provide an alternative to using Phase VI overburden to <br />backfill Phase V, and provide for backfilling Phase VI overburden <br />material into the Phase VI pit, or provide a plan for, blending <br />Phase VI material with other overburden material to provide an <br />acceptable quality backfilling material for other areas: If the <br />SAR values for Phase V and Phase VI overburden materials are com- <br />parable, then the applicant must provide a plan for ensuring that <br />postmining SAR values are comparable to premining SAR values to <br />at least the average rooting depth (five feet) below ground <br />level, but the applicant may use Phase VI overburden material to <br />backfill Phase V. <br />2. Assume hole LM1B-4 adequately characterizes Phase VI and <br />sample only the overburden from Phase V. If there is a'signifi- <br />cant difference in SAR values, then at least one sample of the <br />overburden stockpile west of Pit 1 should be analyzed. If the <br />v SAR values for the overburden stockpile are acceptable, then the <br />applicant shall propose a plan to ensure that all unacceptable <br />.~ <br />~~' SAR value overburden is buried to at least the average rooting <br />depth (five feet) below ground level with acceptable stockpile <br />material.
