Disapproval, however, wound eliminate the
recovery of a valuable resource and result in the unemployment of
personnel currently employed at the mine.A modifiled form of dis-
approval, rejection of the MRP with provisions for resubmittal,
could potentially have the same results as disapproval if a sig-
nificant amount of time elapsed before the perimit application
could be reconsidered. In the present situationl, the applicant
must receive a permit approval within the near future in order to
continue mining.. If this option is chosen on the basis of defic-
iencies encountered in the present application, the potential for
emergency extensions will have to be investigated if mining at
the site is to continue.
Alternative 3: No Action
OSM must recommend an action on a mining and reclamation plan
because the Federal mineral leasing laws and the existing lease
agreement require the Secretary of the Interior to respond to an
application to mine and conduct operations on a Federal lease.
Wyoming Fuel Company has met all the requirements of the lease to
the best of our knowledge.
