Based on, informa- <br />tion presented in Appendices I and J, Volume IPI of tlhe permit <br />application, it is recommended that a negative (determination be <br />granted. <br />D. Proposed Action i ' <br />I <br />The proposed action is to approve the Canadian Strip Mine <br />permit application with stipulations. The sltipulations are <br />necessary to bring the applicant into compl~~iance with the <br />Colorado Permanent Regulatory Program. i <br />E. Alternatives ~ <br />Alternative 1: Approval II <br />This alternative is approval of the mining and reclamation plan <br />with, stipulations. As set forth in the Impacts section, <br />Chapter I of this TEA, the mining operation will result in direct <br />disruption of environmental resources. These will be mitigated <br />to some extent by provisions for resource ,protection and <br />reclamation described in the permit application. ' Several <br />stipulations have been proposed in order to provide the, required <br />amount of resource protection and to bring ;the mining and <br />reclamation plan into compliance with the Coliorado Permanent <br />Regulatory Program. Providing that these stipulations are <br />appropriately integrated into the proposed plan, approval of the <br />permit application can be considered as a viable option. <br />i <br />_B_ ~ i <br />
