4) Enhancement of wildlife habitat in the reclamation phase
will include preparation of a landscape complete with all present
special topographic features, as well as additional rock piles,
brush piles and other favorable wildlife sites. Wyoming Fuel
Company will plant a diverse mixture of native vegetation in
order to restore the balance of food sources for wildlife.
No threatened or endangered species habitats are located on
the mine site, although the golden eagle and peregrine falcon
have been observed in adjacent areas. Should the applicant
identify critical habitat, threatened, endangered, or other
species of concern on the leasehold, they will immediately notify
the U.S. Fish and Wildlife Service and the Office of Surface
Mining. In consultation with these agencies, the applicant will
develop a plan which will assure the protection of these species.
The Colorado Division of Wildlife and the Bureau of Land
Management will monitor the impacts of mining on the sage grouse
populations and strutting grounds. The wildlife survey was
accomplished by State documentation and coordinated with the
Colorado Division of Wildlife and the Bureau of Land Management
(page 31, July 21, 1981, Technical Analysis for Extension and
Reopening of the Canadian Strip Mine).
The wintering area for deer wil l be impacted during mining
but subsequently will be open to browsing by the deer.
Enhancement of pronghorn and mule deer populations will be
accomplished by encouraging the expansion of palatable shrubs and
fortis in the reclamation phase. Impacts will also be mitigated
by minimizing the disturbance of vegetation on the proposed mine
areas through the proper positioning of haul roads and other mine
support facilities. All sediment ponds which may potentially
contain toxic materials will be fenced (page 80, Appendix 6,
Vol. II of the permit application).
Further impacts to wildlife habitat will be reduced by
restricting access and hunting in the permit area.
-96-
