w ~
Mr. Retschke
May 1, 2980
Page -9-
9) Geologic Information: We require the drill hole data,
a stratigraphic section of the mine plan area, a
general geologic map indicating the dip and strike
of the beds and an analysis of the strata directly
above and below the coal to be mined.
5) Groundwater Information: This should follow an
effective geologic discussion. We need to know
the aquifers in the area.
6) Water Rights: The issue of water rights will have to
be resolved before the Board, I will help you try to
sort this out with Ralph Kelling at the Montrose office.
7) Proof of Publication: Submit proof of publication to
us before the Board meeting.
8) Dam Stability: The sediment pond dam must be certified
by a professional engineer, and 3 piezometers must be
installed at the head of the dam (one at the toe and
2 at the flanks) as discussed with Jim Pendleton, our
'engineering geologist.
9) Bond Calculation: A bond amount must be figured before
presentation to the Board.
It is in your best interest to submit the above information as expeditiously
as possible, as we need time to adequately review newly submitted material
before the Board meeting without adequate time to review the material, the
staff cannot recommend approval of the permit. Therefore, we need the above
information by May 19th, 1980. Since I have spoken to you in person and
on the phone about these nine points, I feel you have had adequate time
to gather the information. However, if there are circumstances where you
cannot meet the May 19th deadline (for the May Board meeting) be sure to
call and I'll see whether or not the permit can be approved with stipulations.
I understand the inherent problems with dealing with Labs and consultants, but
our communication lines are always open.
Thank you for your diligent cooperation throughout this permitting process.
Sincerely,
Marion Dodson Paul
Reclamation Specialist
MDP:ys
