• • III IIIIIIIIIIIII III <br />-1- <br />PROPOSED GEOTECHNICAL FINDINGS <br />COAL RIDGE N0. 1 COAL MINE <br />Rule 2.05.3(2) Operations Description <br />In response to Division adequacy comment, requesting amendment to more <br />adequately address the proposal of several escapeways and raises daylighting <br />at the outcrop high on the Grand Hogback's northeast-facing slope, the <br />applicant has provided additional description of the planned facilities on <br />pages 4-26 and 4-26a of the amended application. The applicant has amended <br />page 4-26a to include a commitment to submit designs and acquire design <br />approval, before constructing either of the two future escapeways or <br />ventilation raises depicted on amended Figure 4.2-4. <br />Rule 2.05.3(6)(a) Use of Explosives <br />In response to Division adequacy comment, requiring appropriate submittal in <br />response to the requirements of Rule 2.05.3(6)(a)(i) through (vii), the <br />applicant submitted additional information. The amended application's pages <br />4-63 through 4-63e satisfy the above referenced requirements. Storm King <br />Mining, Inc. has indicated a proposed explosives bunker location on Figure <br />4.2-3 of the amended application. <br />Storm King Mining has included commitments to conduct pre-blasting surveys of <br />all structures within Riverbend Subdivision, prior to conducting any blasting <br />operations at the site (page 4-63a). Further, the applicant commits, in their <br />second response letter, to perform pre-blasting surveys for any structure <br />within the "general proximity of the blasting area", outside the strictly <br />required one half mile limit. <br />Rule 2.05.3(8) Coal Processing and Non-Coal Processing Waste <br />In summary, the applicant has submitted the majority of the information <br />required to comprise a "general plan" for a coal processing waste embankment, <br />as described in Rule 2.05.3(S)(a), to be constructed as a portion of Phase B <br />of the proposed life-of-mine operations. Amendment of the design to yield the <br />required seismic safety factor would render the general plan technically <br />adequate. The applicant has not, however, completed a "detailed design plan", <br />as described in that same rule. <br />The applicant amended the originally proposed mine plan to divide the plan <br />into two Phases, A and B. Phase A includes the development of a test mine, <br />without the permanent coal processing waste slurry embankment. The applicant <br />has amended pages 4-15d and 4-15e to describe the temporary stockpile storage <br />of coal processing waste in the stockpile area adjoining the raw coal <br />stockpile. The applicant projects 2% waste, based upon analysis of the <br />resource drilling performed on the coal seam to be mined. A total of 600,000 <br />
