Will Grand Pfesa Coal Company pay for the <br />installation of water lines and the water. from Colby <br />System? <br />F. Will the mine openings become discharge points for <br />contaminated mine waters once the mining operation cease, <br />and mine working Eill, since the mining activities will <br />increase the porosity of Che coal. scam and the entire <br />section of effected strata will be under the hydraulic <br />pressure head of the glacial-alluvial aquifer? <br />There is insufficient baseline data within the Permit <br />application to adequately define the existing hydrologic <br />systems and to adequately address the hydrologic <br />consequence of mining. Without aquifer characteristics <br />(i. e. transmissivity (T) and storativity (S)) for the <br />E and D coal seams, the overlying effected stratum, and <br />the glacial-alluvial aquifers, an adequate treatment <br />can not be made of the effects of mining on ground <br />water movement, on ground and surface water depletion <br />and on ground water pollution movement. No piezometric <br />surface or water table maps were provided in Che permit <br />application for the glacial-alluvial. or bedrock aquifers, <br />thus the recharge and discharge characteristics of <br />these aquifers can not be assessed. There is an <br />insufficient number of monitoring wells presently <br />installed in the glacial-alluvial aquifer to prepare <br />an adequate piezometric map. The permit application <br />does not contain a years worth of ground water levels <br />and ground water quality data and therefore seasonal <br />fluctuations in the quantity and quality of ground water <br />was not adequately addressed, and there is insufficient <br />baseline data to compare with future ground water data <br />in order to determine the effects of mining on ground <br />water. The subirrigation character of pasture and <br />orchard lands located on the glacial-alluvial deposits <br />has not been adequately addressed by the applicant. <br />Test boring, test pits and continuous monitoring of <br />water levels are needed to characterize subirrigation <br />within the glacial-alluvial deposits. The permit <br />application does not contain a survey of springs in <br />the permit and adjacent areas, A spring survey is <br />required to determine the discharge characteristics <br />of aquifers and to assess surface water depletions <br />produced by spring flow depletion induced by mining. <br />The applicant should provide locations of al] springs <br />on a legible hydrology map; quarterly field measurements <br />of spring Elow, pH, temperature and electro-conductivity; <br />
